Clark: Gers were my first choice
Blackburn Rovers have completed a triple transfer swoop - with Alan Judge, Chris Taylor and Simon Eastwood all arriving at Ewood Park.
New Rovers manager Gary Bowyer has wasted little time in adding to his squad ahead of the 2013-14 season.
Judge returns to the club where he started his career, but only made only two senior appearances before joining Notts County in January 2011. The attacker joins Blackburn on a three-year deal until the summer of 2016.
Goalkeeper Eastwood arrives from Portsmouth and has put pen-to-paper on a deal until the summer of 2015.
Rovers' third signing will see winger Taylor return to his native north west after a year with Millwall on a two-year deal.
The 23-year-old winger joins from Blue Square Bet South side Havant & Waterlooville and begins manager Neal Ardley's preparations for next season.
The Kingsmeadow outfit become Arthur's ninth club and the ex-QPR and Northampton man is back in the Football League after a year out.
He told the club's official website: "I am delighted to sign for a club with a lot of passion because it has great supporters and a good history.
"I had a meeting with Neal at the training ground and he sold the club to me straight away with his ambitions. They matched my ambitions because of the players Neal wants to bring in and the good football he wants to play."
The Dons survived relegation by two points last term, meaning a busy summer is ahead for Ardley, who can see the raw potential of his latest recruit.
"We have watched Chris a lot during the last season and though he is not a high-profile signing, I am sure Wimbledon's fans will be excited by his talents," he said.
"He has got unbelievable pace, a great left foot and he can also fill in at left-back. I think we can develop Chris and turn him into a very good player.
"We moved quickly for Chris because we wanted to sign him as soon as the season ended. He had a great season at Havant and we believe he will fit in well to the dynamics of our team."
Artur appeared 38 times last season for Havant, scoring twice.
The striker was on the scoresheet for Queen of the South when they dumped the Light Blues out of the Ramsdens Cup in front of their own fans in September before going on to claim the silverware.
Clark is now desperate to impress at Ibrox again on a regular basis - this time for Rangers - after agreeing a three-year deal today.
He said: "It was a good night and hopefully there are many more to come - but this time in a Rangers top.
"Even just standing in the tunnel beforehand, you could hear the atmosphere and it just gave you goosebumps and made the hairs stand up on the back of your neck.
"To be able to come here and play in front of 50,000 every week, there is no better place to come.
"There were a couple of options here and down south as well but when Rangers came in, there was only one place I wanted to be.
"I came here because of the history and the fanbase. It's incredible.
"There were more than 48,000 here every week last season and I just want to be part of the journey that takes this club back to where it belongs in the SPL and in Europe.
"Those are my main reasons for coming here. If you don't want to come to Rangers, then there's something wrong."
Clark - son of former Rangers and Hearts forward Sandy - was the star performer in the Irn-Bru Second Division last term with 41 goals in all competitions, as Queen of the South cruised to the title.
The 21-year-old will remain in the same league, while his former team-mates prepare for life in the First Division, and he is hoping for a repeat of his success with Third Division champions Rangers.
He said: "If I get anything like the number of goals I got last year, it will be a good season again.
"Hopefully I can do that and win the league again with Rangers.
"I've signed for Rangers so there are going to be expectations for you to do well.
"Hopefully I can get off to a flier and just do really well here.
"It will be hard to get in the team but I'm going to get my head down and work really hard and hopefully get in the team and stay in it."
Clark believes he can only improve as a player under new boss Ally McCoist, who remains Rangers' top scorer with 355 goals.
He said: "I play as a striker as well so I can come in here and learn a lot from the manager.
"That will help me to progress my career.
"He was really keen to get me in and, as soon as I knew that, there was only place I wanted to come and that was here."
Clark is the fourth capture so far after goalkeeper Cammy Bell, Jon Daly and Nicky Law also pledged their futures to the Glasgow giants.
A transfer embargo means Rangers must wait until September 1 to register free agents so Clark knows he will have to bide his time initially and seize the opportunity when it does come along.
He said: "I'll just try to get myself as fit as I possibly can and work hard.
"Then, when the time comes around that I can play, hopefully I'll grab it with both hands."
