Whitehurst split time between the Titans and Colts last season, appearing in four games for Indianapolis. He completed 16 of 32 attempts for 150 yards and an interception.
The Browns dropped their first two games of the season and saw Robert Griffin III and Josh McCown sustain injuries in each of those games, leaving rookie Cody Kessler as the only quarterback on the Browns' active roster.
Whitehurst, 34, has played for four teams in his seven NFL seasons.
